First, you have to sand the metal smooth. Use 1500 grit wet sandpaper and gentle pressure. Be carefull not to sand through the chrome plating to the copper underneath. Use your finger so you creat kind of a valley. Then use polishing compounds and rouges to get the finish back.

I understand that chrome plating is a three step process, after the metal is buffed or polished a layer of copper is electroplated on to the metal, then a layer of nickel is electroplated on to the copper, then chrome (which is a clear finish believe it or not.) is electroplated over the nickel to protect it. If the scratches are though the chrome and nickel then there is not much you can do but have the piece re-plated. Nine11c2 is right; you might try some Mothers or some Semichrome polish to make it look a little better but if the scratches are deep they are not going to come out.

If it is scratched there is no real repair other then stripping and replating. This is not my opinion, it is fact based on my profession. And Zyklon is somewhat correct. Although chrome acid is red, it is actually a translucent silver finish over the nickel which although we call it bright nickel, it can easily yellow when exposed.
