tank panel washer

I've been installing speaker wire under my 96 Road King dash console . I loosened the tank panel washer and see there is a nut under the panel, but it dosen't move and the washer is just spinning after loosening it. For what ever reason it wont tighten up now. Is there something I'm missing?
