I have a 07 Ultra Classic. It is perfect for what I want. My problem is that I live in Texas and during the summer it gets hot here, so I want to improve the cooling. I am not sure to go stage 1 upgrade or oil cooler and exhaust wrap. I have a feeling that I will do both, but I want to get the most for my money now. Thanks Guy

Consider a tuner first.
The oil cooler, while a popular option, works most effectively after the motor has gotten hot.
So why not just keep the motor cooler to begin with? And, with a decent tuner, much of the rest of the map can be adjusted as need too.

Be careful using the exhaust wrap. One of it's major shortcomings it that it generally causes serious rusting of the pipes over a short period of time.
Some things to consider would be ...
1. Removing the lowers in the really hot months.
2. Installing adjustable fairing vents.
3. Having either a HD Stage 1 download done or install a fuel tuner.

I have a 2011 Ultra Limited and like you, heat was a concern for me. I've done the intake, exhaust, and tuner upgrades and that definitely cooled the bike some under normal conditions. But whenever you encounter congested traffic conditions the bikes' temperature soars.
I've done a lot of experimenting and testing over the past couple of months with cooling fans for both the engine and the oil cooler with really good results. There's another thread that I started about a month ago with some of my test results. You may want to check it out. That link will give you a pretty good idea of the performance of a "parade" fan for cooling the engine. I've also done some testing of fans on the oil cooler but don't have those results posted yet.
I just finished writing an eleven page white paper documenting all of my "engine cooling" experiments. I'm not sure if or how I'm going to post that paper here on the forum yet, but if you are interested in seeing it send me a pm with an email address and I can send you a copy.
By all means a fuel tuner first. Stop the engine from creating heat first. The EFI settings on these engines come from the MOCO are set to run very lean for EPA purposes. With a tuner you can set a new target AFR that will richen the mixture and thus drop the operating temperature considerably.
If that doesn't drop the engine temp enough for you, then I'd look at oil coolers, etc. Exhaust wrap would not even be on my list....sorry.
We do a LOT of Jagg oil coolers here in Arkansas. 10 row low mount, but I herd Jagg is coming out with a high mount, fan cooled, w/ theromastate cooler soon! Good Luck and definitely keep it cool!

contrary to previous post; the fairing lowers direct ordered air across the motor at speed. Without the fairings, the air coming off of the fender is turbulent and is directed away from the motor. Result is less cooling.

I was uninterested in learning all about the various tuner systems and how to make them work. WAY too many posts by Guys who are trying to get their stuff working right. I use the XIEDS on my 09, they run you about $125 shipped and plug and play. done.
oil cooler is a good idea. the oil IS part of the cooling system, it's other job is to carry heat away from the motor. The more of that heat which is shed to the air via a cooler, the more heat the oil can absorb on the next pass through.
I bought the overly expensive H-D cooler- it is a tidy install.
the only accurate way to judge what is happening is to measure the temperature of the oil in the pan- I use the LCD dipstick. Often when riders feel the heat burning up their leg while riding, they are actually feeling the heat which has been removed from the engine by the air, not heat radiating. The perception may be that the motor is not being cooled as well as it is. Only by measuring the temperature of the oil do we get a real look at what has occurred.
