Steering head bearing adjustment question

Default Steering head bearing adjustment question

Something I have always wondered about but never asked. You can do the whole fall away thing which is a bit of a pain in the ***. But since there is a torque spec for the steering head bearings why not just loosed the top pinch bolts on the triple tree, loosen the steering head nut slightly and then retighten to spec. Would that not be the same?

How do you get a torque wrench on that star washer?

My bike does not have that star shaped nut setup.
