Might have water in the gas, or gas in the water....
Flip your gas cap and check out the seal, make sure it is not cracked up..

It's all a learning process to be honest with you..

Does the engine stumble/misfire?

Fuel injected or carbureated? I'm old and experienced with carburetors, not so much so with fuel injection. An engine with a carb will stumble if running too lean on the bottom end.

When did it start this misbehavior? Any work been done on it or anything changed?

If mechanical, might be the compensator.

Hope he has it worked out by now.

Would be nice if folks post here for an issue and when solved, post the solution and how they arrived there. Just leaving it open isn't of much help to anyone.
