I pulled my heads off and replaced my valve seals but when reinstalling them with new seals out of my cosmetic gasket set they seemed to be very loose around the valve stems, is this normal? I could compare to the old as they where completely dry and hard. It's a 1998 road king.

I happen to have the heads off my 98 RK at this very moment and am considering replacing the stem seals while I'm at it. I don't have the tools to pull and install the seals. I'm wondering if you had the puller and installer or had a home-spun method.
I can't help you with your question, but I'm pretty sure we know the seals need to "hug" the valve stem. Something seems to be problematic. Maybe call Cometec and talk to their tech. folks?
