Default Front end Rumble

New to forum, and have a symptom to run by you. On my 2010 electra glide, with 15,500 miles on it, each time I apply the front brakes, I can feel what I'll describe as a Rumbling feeling up through the handle bars. Most noticeable the higher speed that I'm traveling. My first thought was to replace the front brake pads which I've done. Old pads were pretty worn, but not cutting into the rotor yet since they still had some meat left on them. No difference. Rotors still feel smooth with no grooves in them. Thought about front wheel bearings, but with only 15,500 miles on the bike, seems a little early for that. Any help you guys have would be appreciated. Also front tire has lots of tread left on it, with no signs of cupping, and tire pressure running at 34 P.S.I. consistantly.
