2016 Fuel Pump Issue

2016 Fuel Pump Issue
Bike ran 3 weeks ago. Went to start it up and could hear pump click on, but no gas getting to injectors. Put gas i to spark plug hole and bike started until it burnt the gas that I poured in. Replaced everything in tank and now pump will not kick on when I turn bike on. Plugged new pump and old pump in and neither kick on. Checked power at the grey plug under seat and getting 7.96 volts, not 12. Not sure which fuse is connected to fuel pump but there is a relay in the fuse box on the left side of bike. I am getting 12 volts to the fuse box on one of the four slots for relay. Get 12 volts on 2 of 4 slots when I turn ignition on. Do I need to replace this relay or am I looking at the wrong thing? My thoughts fuse box had 22 volt output but relay is only sending 7.96 volts to plug.

Year and model of your bike would be useful.
Do you have a Harley Davidson Service Manual?
Do you have a security system on the bike?
Fuse box should not have 22 volt output anywhere

My thoughts fuse box had 22 volt output but relay is only sending 7.96 volts to plug.
