The truck driver probably DID see the guy, but oncoming speed is impossible to judge at a glance, and the rider was the proper distance away to allow time for a turn... had he not been doing 160kph or so.

I agree, but that dude was moving pretty good. Everytime I come up on a vehicle in the turn lane I will slow down just to make sure.
