When I was in Bogota, Colombia they were riding some small 200-250 cc bikes (thousands of them) and just about all of them were driving like this guy. It was the wildest thing I have ever seen. I was riding in a cab and my *** puckered every time they zipped past us. The tips of their handlebars were no more than 1-2 inches from hitting the mirrors of the car. I never saw even one of them lying in the road.
According to the cab driver, if a car hits one of the bikes the other riders will swarm the driver like a bunch of bees and beat his ***.

He pas a bike cop in the video. I don't remember what part though. Look for the blue light on the back of one of the bikes he passed.
