That is something I thought when I saw this too. This looks like the afternoon. Around here, you would not see people that drunk until at least just after bar close.

My best friends daughter and another lady were just killed this week by a drunk motorcycle rider at 3:30 in the afternoon. They were walking on a bike path and the bike could not negotiate a curve at over twice the speed limit, and came onto the path and struck and killed them. He had 5 previous DWI convictions. No humor in drinking and driving.
