Hesitation issue
I've got a 03 Heritage Softail that has been in the shop for 3 weeks. The mechanics at two different shops are stumped. They've put in a new fuel pump, throttle position sensor, it was put on a dyno and checked and nothing showed up. It shows it's running a little lean. It hesitates in all gears and whether the engine is hot or cold.
I've had all the fluids changed, air filter cleaned, new plugs, switched plug wires, the corrugated fuel lines hoses are fine, the engine is clean, good gas, everything is perfect, except this hesitation.
It doesn't have a tuner, but I've never had a tuner and it's run perfectly for years.
Any ideas on what could be wrong?

Lots more info needed. Did the fuel pressure test hold 58-62 psi when turned off? Did they do a compression test or leak down test? Was it checked for an intake leak? Why did they throw a TP at it - it can be observed on a scan tool. For it to hesitate in all gears it's more than a little lean - how lean is it reading? How many miles - has it ever had the fuel filter changed? Did they scan the sensors for proper readings and check for codes?
