New ECM will not flash. Help!

New ECM will not flash. Help!
A little back history. I am installing throttle by wire on a 2014 non TBW bike. All components have been changed to accommodate the new TBW system. Only issue I have now is getting a new blank ECM flashed with a 2016 VIN do the right calibration can be loaded.
New speedo and ECM is installed but still using the original BCM. When using Digital Tech, it would not let me flash anything to the ECM. Would put the new VIN, mileage and USA standard calibration. No green check to proceed to flash it.
At this point, the only thing I can think of is the BCM not allowing it to flash a different VIN.
Can anyone help me out? Just need to know what parameters are needed for the ECM to allow it to be flashed.

No. It just wouldn't give us the "green check" to proceed with the VIN/calibration. Would only give the cancel or go back option. Only thing I can think is the BCM is an issue. The speedo and ECM are new.
