2-part question
I have a two part question here. One is, can the engine be freely turned with the bike in neutral. I have tried with the plugs out and can only get maybe a quarter turn in either direction with a wrench on the crank. The bike has been sitting for a year or two and when I go to start it, the starter engages but quickly seizes prior to the engine turning at all. So, secondly, can I put the starter in a vise and test it to make sure it turns. It is a 96 flhr. So basically I am trying to find out if the engine is seized and how to turn it. Thanks

WELLLL if the starter will not turn it over It sounds like you have some rust in the cylinders. I would spray some penetrating oil in there and let sit over night, and you can try to maybe push the bike and pop clutch to get it to spin over. Bad I would bet you are in need of much more than that. If the cylinder rusted it is pitted, which means the rings are not going to seat it will need to be taken apart for a peek aboo look inside. I have seen where they will get the smallest amount of surface rust and the trick above will work but most times you need to take it apart.
