So I am Building my 2014 Ultra Limited . I have purchased a Stage IV kit as well as 110 Cylinders . I have Been looking at all the tuners . And would like some feedback on what would work best . And the pros and cons .

This is easy. Find a good Dyno shop and go with what they suggest. Most shop like to work with one or two tuners. I would not go with a online tune for a Stage 4 kit.
I am always looking for change . A couple of guys have had issues with the local shops . By the time they get it right its over 500.00 in Dyno money. Why ??? I do my own work and don't have mechanical fear . Buy my own and get er DONE! I am looking for multiple maps that I can control . So hence that Is why I think For me that I am looking for feedback on the best to use .
I think you maybe making a mistake. By your comments it doesnt sound like you have tuning experience or you wouldnt be asking for tuner help.What are the Maps written for that will tell you the tuner to buy. Go with TTS or Power vision.
TTS is the best tuner on the market. It has the most useable tables and comes with actual directions. Get a good tuner and a base cal is really only a selling point. As for as the money. The price you mention is right inline with a tune around me. Add the cost of a tuner and you're in business.

First, find a shop that will quote you a tuned price. If If it takes the tuner 2hrs or 6hrs to get it right shouldnt be on you. A good, experienced tuner urtilyzing a quality flash tuner shouldnt need more than 2-3hrs at the most for most stage 1-4 builds...unless he doesnt have a library of base cals to pick from to get it close to begin with.
Due to production variances in injector output and exhaust, as well as port flow, compression and intake flow, base maps only work decently for less than 50% of the bikes its utilyzed on.
DIY for stage1 and maybe 2 but for 100+ hp/tq builds I recommend getting to a tuner for intitial breakin and safe mapping for street breakin if desired..

Well, I ran a PCV on my fat bob. Its was pretty good, ran a little rich with the tune and didnt have an auto tune feature. Have same set up as you now on my 2014 Road King with 110. I run a V&H Fuel Pack3. It give me all iser accessibility to run and dunk can map or auto tune that map. Easy to use and you can research all there is to how you can run it. Just my 2 cents. Good luck with your build, that engine is a monster!
