As long as you are using the exact parts (mods) the S/E calibration was written for, including the exact exhaust system, the emissions-legal calibration will provide a fairly good running bike...not as good as a dyno tune but at least safe.
Since the majority of owners DO NOT choose Harley emissions and sound approved exhaust systems the canned SE calibrations do not provide a good running bike.
IMO and IME Stage 4 builds deserve proper dyno tuning...PERIOD.
