2015 Sportster Iron - Start Hesitating

2015 Sportster Iron - Start Hesitating
Every time I start my bike the starter sounds like it makes a turn then hesitates for a second then starts up.
Is this a problem that needs to be fixed? Where should I start looking? I have the service manual and a few tools.
I replaced the spark plugs because it needed to be done. That didn't help any. The old plugs were black and sooty.
I think that means it was running rich. Anyway, it didn't change much after replacing them.
I thought it might be caused by being in gear (I always leave my bike in first). So I put it in neutral and started, still had a problem.
How do I troubleshoot it?
I tested the battery and it was at 12.4v. I just put it on the charger. It's a new battery. I'm not sure why it lost voltage.
It's been sitting a while and I started it up a few times. I have it on the charger now.
