I had a 2001 Road King until a car took me out this Summer. Cried a lot, loved that bike.Have now replaced with a 2003 Electra Glide Classic 31K miles.Ive notice a slight miss when not under a load.At a steady speed cruising.Under a load, I dont notice it.Worse at low speed, low RPM.Seems to run fine the rest of the time.
At 31K, could be time for new plugs and wires, might want to start there..... I don't usually advocate throwing parts at an issue until it's properly diagnosed, but those could be maintenance items that are due, that could also fix the problem....
My cage developed a miss at a certain rpm...
Check ( actually replaced rotor and cap ) having already replaced wires and spark plugs.
Checked fuel supply and ran a couple cleaners through the tank as well.
Never thought to check spark plugs cause they had just been replaced 5000 kms earlier and cost me $120.00 for 6.
Well, I eventually checked one, then two then replaced all six cause four of the six where cracked ceramics.
No issues now for two years.
Check your plugs, wires and even the coil.

Echoing on the plugs. It cured the same issue with mine, just replaced them a week ago. New one plugs did the trick. $11 for both at the local dealer.
Best of luck
Totally agree with suggestions outlined above. Plugs first along with good gas and some Techron-based fuel treatment. Easy stuff first. Given the it’s an ‘03 like mine, age-related issues creep in such as plug wires and a fuel filter.
Another item to to check is the IAC behind the intake of your fuel injection throttle body. It’s tucked up around the 9 o’clock position. If it’s dirty that will cause hesitation.
Thanks for the info Guys. Have not pulled plugs yet to see, but will replace them and wires. Can I get to the coil easy? Never had to mess with that on my other bike. Plug Gap?
OkieBill, I have the same bike! No hesitation, Just running about 1500rpm no load in second, you can really feel the miss. Otherwise it seems to run fine. At highway speeds you would never know it's there.
Been poking around and have found a problem on 03 electras, The wiring harness to the fuel injectors is too tight causing the wires to pull apart inside the insulation. Will check this out first.

Skyhawk
that happened to my '02 Ultra. code was P0261, front injector open/low. miss was very intermittent but very noticeable when it happened. engine light would come on for a bit and then go out but stored in the code history. you can test it when it's idling by pulling on the injector wire leads to see if it will miss. feel along the wire for a narrow spot, or a spot where the wire flexes easier. if it turns out to be the problem, the plug and pigtail are available from GM for a lot cheaper than from HD.
