Another thing , when was the last time you were in the tank ? Dirty fuel filter , bad pressure regulator etc , filter should be changed every 25K .
OK thanks. REALLY appreciate everyone's input. I know carburetors and mechanical things but the EFI and everything associated with emissions is all new to me.

This here, possibly a pin hole leak in the fuel line inside the tank. Once gas level goes down past the fuel line is when the fouling up begins. Plus you can change your fuel filter also, probably needs to be done.

No codes. Realize I need a $200 "special tool" (to get into the fuel tank to look for pressurized fuel leaks and change the fuel filter) that Harley doesn't even have in stock. Well, shoot.
Onward to check other things while I figure out a solution to the cam ring remove/replace.

Although it would help, you don't need a tool too check for leaks, just your eyes and ears. With a low level of gas in the tank, take off the cap and prime the fuel pump with the run/stop switch. You might be able to see/hear fuel spraying against the tank wall.

If the tool your talking about is the one that spins the ring to remove the fuel pump , all you need is a small length of wood or dowel and a hammer , kinda caveman , but it works , save your bucks .

If you do plan on keeping this bike for any length of time , it wouldn't hurt to replace those inner parts , fuel filter / screen , hose and regulator . With 150,000 on it , not sure when the filter would have been changed last , I would do everything , inspect the pump .

Would be smart to test the fuel pressure , but I would start by replacing everything but the pump .

Welp, here is where it's at so far-
Three fuel tanks with Techron Fuel Injection System Cleaner
Can of Seafoam into the throttle body to clean the intake.
Cleaned the sensor that projects into the throat of the throttle body
New spark plugs
New spark plug wires
New air filter
New fuel filter
New engine temp sensor
No codes to indicate a problem through the bikes own self analysis. I haven't had the dealer try their computer analysis yet.

The bike seems to run fine for the first few minutes after a cold startup, and runs fine above idle both under load and at cruise. It intermittently runs just horrible at idle. Scary, not just rough, almost like it's detonating or something. It seems to me that those facts would be clues to what is going on, but I'm still searching.

Thanks, I did as you suggested and was unable to hear anything that sounded like it would indicate a leak.

I did end up using a brass drift punch and hammer to remove and replace the cam ring. It was ridiculously easy to do, it even though YouTube videos made a big deal out of warning not to try it without a tool. 15 second job.
