I talked to my Harley Dealer Parts department today, and got the deer caught in the head lights. In fact the sales rep Ive worked with just getting the Tuner to work, has the same tuner, but he deleted the App because once he tuned the ECM he didnt need it, assuming he could just reload it when he wanted to use it again. We went through the steps to use the QR code and he confirmed that it didnt work. He recommended contacting HD.
I dont have a windows based Lap Top, so using that to program my Tuner is a no go, but I only use the App to see data (Engine Temp, which is head temperature) anyway while riding. Hopefully they will get it uploaded by next riding season.

Appreciate this confirmation...sadly. I have a Windows PC laptop so at least I was able to tune my ECM for the air intake and exhaust upgrades I made -- after purchasing the "optional" data cable. I was hoping to use the app for other functions while riding (e.g. Smart Tune) where riding with a laptop is not feasible. I'll keep checking to see when the iOS app is posted again, and I will post an update then.
In the meantime I still think that H-D should either: (A) stop selling the SEPST until the iOS mobile app is available, or (B) provide buyers with a free data cable after notifying buyers of the current limitation.

Id love to have a free Data cable, but I doubt that will happen, but I only use it with my phone mounted on the bike to see the data live. I need to see head temps, even though they are now liquid cooled. I have an issue with Harley not showing info that is critical to the engine. They dont show coolant, oil and head temps, the most important data that they should display for free. I installed a coolant and oil temperature sensor to go with head temperature displayed in the App.

I contacted HD, they are aware of the issue and their working on it. It works with the droid App and windows based computer (with the cable), but not apple.
The App is now available.
Now I just got to get it to work, when I checked the operation, I got a No devises found message. Ill trouble shoot it today and see if I can get it to work. I sure hope Harley doesnt have to turn it on again, I did have Harley install it and tune it.
H-D has not yet updated the QR code (for iOS app download) on their Pro Street Tuner webpage yet, but I was able to use my camera with the "grayed-out" QR code to download the app. I have not yet tried the app with my SEPST but will aim to do so in the near-term and report here what I observe.
I used the old QR code that would not load the app and the phone would display "App not found". After talking to HD customer support they claimed they were working on it. So every day I would use the same QR code, and until this morning, it would say App not found, so it loaded the App this morning, but it wont detect the SE Pro tuner. I wonder if its still being worked on, I did open your link posted and saw the greyed out OS QR code.
I downloaded the iOS app today, but the app would not pair with my bike (screenshot attached). App indicates that BCI is paired to a different motorcycle? Note that I used the PC software with this SEPST to tune my bike one month ago after finding out that the iOS app was not available, and then purchasing the $99 "optional" data cable to use with the PC software. Seems like the iOS app I downloaded today thinks my SEPST is paired with another bike, even though this is the same bike I tuned with the PC software a month ago. What a mess...
Your screen shot is what started my dilemma, its why I removed the App and when I tried reload the App, the App store message said "App not found”. About a month ago, I got your screenshot on my phone when I tried to connect to my Harley before a ride. I had no idea there was an issue with the App. I tried several ways to disconnect the Bluetooth, and then reload it. Nothing worked so I deleted it from my phone, then I went to reload it from the old QR code with the instructions, and got the message App not available.
