starting issues

this is a question I can not figure out....
i have a '88 FLHTP, my problem is that only when the air temp is COLD, the starter does not stop cranking over the motor only when the motor does not start. This process continues even though the main power and on/off switches are both turned off when this cycle begins. The only way for the starter to stop turning over the motor is by disconnecting the battery or the motor starts. Not sure if it is the selenoid or something else. any help??

A couple of things to look at.....
The starter relay can be faulty, or the starter shaft binding on the cltch shell gear not releasing the drive unit.
