Yes something needs to be done before. The ECM as supplied by HD to the dealer has no code inside it to run and engine with! Unless the dealership took your VIN and then used DT to put the code into the ECM it's never going to start your bike, no matter what you do. It's done this way as 1 ECM part number fits several different model years and bike models. So someone has to put the code in place for the bike it's going to be used on.

Flash code set for bike being used on.
Marry to the bike if it has a TSSM
Start engine and ride
