Did you charge your battery over the winter. I'd make sure I have a fully charged battery and then double check your connections. While pulling the battery out and keeping it in a warm place reduces voltage drop, it doesn't completely eliminate it.
use a jumper between the flag terminal on the starter and the direct batt connection on the starter. if it doesn't crank over, its your starter. if it does its the wire between your relay and the flag terminal.
