Wiz....like TDW said, it is your tachometer drive. The tach cable attaches here. If you don't want it there, you can buy a plug to replace it. It just unscrews from the timing cover.
Do not throw the tach drive away however. It is probably an H-D original equipment and you want to save it. The aftermarket drives look the same but are prone to leaking oil.
