if your DMV is anthing like ours, do a weld on. Its about impossible to get the paperwork done on a custom build, and you can still insure it as a Harley. Good luck!
For a 70 sporty the weld-on is the way to , easy set up and you can clean everything up pretty well cheapy HF grinder , done right it's stronger than an after market frame around $200 ? verse $700 + ? .I haven't done one in a while don't what they cost anymore , but all the above post's had very good points . Your title nor your insurance will change it's the same bike you have just added an accessory .
Plus look at the extra money to spend on bling .
There's not much difference in the frames and the add on section has to be Tweaked a bit to fit , never seen one yet that was spot on just close so yes you can fudge it around and it will work fine . I've done this to 8 sporty's & and at least a dozen big bike's over the years , go for it .
