I heard washington state destroyed all titles that were not currently registered before 1971 back when they were crushing the big poluting cars of the 70's. some sort of buy back/disposial for gas hog cars. bike titles were deleted too. I am not 100% on the detail of this tho.

Here's an update to anyone that is following this. I believe I got the title fixed. It took 3 or 4 trips to the DMV, two trips to CHP, and two trips to AAA. First, I got some forms from the DMV. One was not needed, it is a REG 31 or something like that. The other form is an REG 124. This is the form needed. Also needed is obviously the title, and whatever other info you have such as registration papers and so on.
I scheduled an appointment to the CHP (the first time I didn't have the required form). The officer there noticed a blue tag on the frame. I cleaned it up some and so did he. He made some calls to Sacramento. They called him back two days later and gave him the background to my dad's bike. Sacramento supposedly still has carbon copies of this information which says who took the bike to what office at what date and so on.
The second visit to the DMV gave me the REG 124 form. It is about 3/4ths the size of a normal sheet of paper and is a triple page paper. I am supposed to fill out the top, the CHP (or DMV if you want to take the bike there to have it verified) fills out the middle, and the DMV fills out the bottom. I could have that mixed up but that's basically it.
I scheduled another appointment to the CHP. The same officer looked at it again, filled out the form and gave it back to me. I then had AAA (or DMV) fill out their portion of the form, and then I filled out what they told me to on that form last. I kept the bike in non-op status, they gave me a printed form of what the new title and registration look like. It now says 1947 on the year. I'll be expecting the title in a little bit. AAA helps quite a bit on this stuff. I hope this helps. Your results may vary from mine, this is just my experience with it.
