I did meet a Harley engineer,Who said that the oil cooled bikes run as cool as water cooled bikes. This could explain why the touring bikes are the only water cooled bikes.

Well not exactly.
Yes they run at the same temperature, but the liquid cooled bikes run at higher compression, which yields more power, and also produces more heat, so the liquid cooled design is needed to keep the temps down.
So it really has nothing to do with the fairings interfering with air cooling.

Regarding the CVO's, they are a bit confusing this year -
The CVO RG has no lowers so it is air cool
The CVO SG has lower but oddly this year it is air cooled
The CVO LIMITED has lowers and is Twin Cooled
I believe since 2014 any CVO SG that had lowers was Twin Cooled
Electra Glide Ultra Classic has lowers, but is oil cooled.
Ultra Limited has lowers and is twin cooled.
Road Glide Ultra has lowers and is twin cooled.
Harley lists the compression at 10.0 to 1 for both oil and twin cooled, but the torque for oil cooled at 111 and twin cooled at 114.
Electra Glide Ultra Classic has lowers, but is oil cooled.
Ultra Limited has lowers and is twin cooled.
Road Glide Ultra has lowers and is twin cooled.

Those 111 and 114 figures you are quoting are not Torque numbers of any M 8,so could be you picked up fake news,of which there is an oversupply on these forums

Those figures are HD figures posted on the specifications page for the bikes.
They are *engine* torque numbers, not at the rear wheel.
