Last I heard, they quit making motorcycle windshields and I thought other parts too.

He may be planning to be riding with other motorcycles, so that might not be that easy.
I have seen this problem on regular paved streets especially around vehicles that drive on gravel and then on pavement. Sometimes the rocks get caught in the tread and are then launched when the centrifugal force gets high enough to set them free, usually at high velocities that make them travel a fair distance. I have at times been hit with these and it is painful especially if it contacts your face. One of the reasons I wear safety glasses, not just regular sunglasses.

What I experienced during my previous trip to Alaska is that in parts of Canada and Alaska there are sometimes many miles of road construction and repair. And those areas have a lot of stone and gravel. Stones can be kicked up by vehicles ahead, by vehicles passing in the opposite direction, and by construction trucks and equipment. Spending $100 or so to save the cost of a new $500 headlight is a good idea. A polycarbonate headlight protector saved my headlight from breaking on my previous Alaska trip, I'd like that protection on my Harley.
It appears, though, that no manufacturer currently offers such a product for Harley motorcycles.
I know they sell polycarbonate at my local Home Depot...The PC cover for may previous road glide was mounted with Velcro. Might be as easy project to buy a small piece of PC and cut a circle out of it for your headlight. I would use white self adhesive Velcro to mount it on the headlight.
