2019 Tri Glide with 128 BBK having starting issues put new battery in about 6 months ago because other one was bout 4 yrs old and weak I purchased it from SAMs its AGM 400 cranking/cca etx30LA but it seems to have a hard time cranking it over the ACRS are new and functional, Cranking compression is 230 psi both cyl seems to me there is barely enough juice to crank this over powervison also verified the acr is on and working and no fault codes. I'm hoping this is a POS battery from sams but any insight on a good battery that will have more cranking juice to it or something else I need to look at. I am in Houston we have had extreme heat and of course the heat coming of the motor its self doesn't help the cause. Thanks in advance. I also keep it on a battery tender when not i use.

not sure about cause but I have ~5 flawless years on my HD Lithium Life battery and it cranks over my stock 114 with the greatest of ease the same as when new, consistent and reliable and performs as advertised ... supposed to get ~8 years out of one ... when I had my 2007 TC 103 Big Bore Stage 3 high compression build the OEM battery struggled until failing at 2 year mark
You might fully charge the battery and have it load tested to verify it is good. Most auto parts stores will test a battery for free.
If the compression releases are working correctly, I think 400 CCA should be enough. Although having more wouldn't be a bad idea. I have the Yuasa GYZ battery with 500 CCA in my M8 Road Glide and it cranks nicely. However, I don't have the 128 kit.
This reminds me of my 2016 Dyna Low Rider S. When new, and when hot, it would be a b1tch to turn over, struggling like you describe. New Yuasa higher amp battery, heavier duty cable helped, but didn't resolve. Went on for a few months until HD sent me a recall notice for a tune flash. Brought it in, flashed it, and like magic, it started right up. Every time. There was an issue with the ACR's not opening. The new tune gave the bike an audible "click" when you switched it on, which was the ACR's snapping open.
Sounds similar to your issue. Not that this is worth anything to you, just saying...

If it's been on the tender and the tender show it's charged up.
Put a volt meter across the battery terminal and note what the voltage is while cranking.
If the voltage drops under 10v that's border line.
If under 9 V take back to Sams and ask them to warranty it.
Seen some battery's that only have 6 months warranty
Just got off the phone with Battery Mart don't know if anyone has any dealing with them but they are suggesting that exact battery, also talked with a couple individuals who swear by the Harley battery as well as the a fuel moto rep that both say the same thing because of how Harley battery's are made with "virgin lead" and not recycled lead. Battery mart also suggested this battery odyssey pn pc925L they say this is being used on the big bore kit bikes a lot. so i don't know

I have used Battery Mart in all our bikes and a number of friends bikes since 2012.

Try cleaning your negative terminals. I had an issue with my starter dragging intermittingly even after being connected to the trickle charger. Even the shop couldn't find out what was going on. This went on for about 3 months until I came across this video from Doc Harley. Since cleaning the terminals the issue hasn't returned. FYI I did replace the battery and it still did it until I cleaned the negative terminals.
Up to date bikes negative terminals start about 2:45 into the video.
