Is NY’s “SLEEP” BS a real thing?

After the "new" law came out all the dealers and indy shops weren't doing inspections on anything with a modified exhaust. The one multi line foreign motorcycle dealer near us even had a sign on the door stating they would only inspect brands they sold and only with stock, unmodified exhaust. Two years later it's seems its back to business as usual. Had zero problems with the dealer or the local guy doing either motorcycle. I just took my inspection plate right off so the empty chrome plate didn't draw any unwanted attention. Several people I know did the same and not one of us got a ticket or even harassed about it. Crisis averted and situation normal.

Problem with that is the shop that did most of my engine work is me in my garage… :-)
