I am not familier with that year fat boy but the old sportsters after sitting for a spell the oil would drain into the block from the tank.I don't know if this is your problem but it kinda sounds like it.

Disconnect the breather hose from the carburetor backing plate and route it down to a drain pan, it is going to barf out some oil until it clears the excess lube that has drained down into the cases.
Don`t add any oil until it has run for a few minutes and coughed up all the oil.
If it won`t start....try disassembling the carb and clean it.
