Default Oil Drain plug threaded hole.

I have a 1999 Road King with a Twin Cam 88 motor. When I look into the threaded hole I see a hole in the threaded area. What is the purpose of the hole in the side of the threads? It looks like the drain plug covers this hole when screwed back in..
Thank you for your replies.

Probably they welded in the bung on the inside of the pan for the plug to screw in. This makes it have a wall that is higher than the bottom of the pan. So they cut a path way for the oil to all drain out. Just my thinking.
