Default 64oz in Primary?

I recently took off my Primary cover, derby cover, cam cover and transmission cover to get powder coated. So of course I drained all the fluids, and since the covers came off, a little bit more fluid came out.
When filling my primary, the service manual says about 40oz for a dry fill. (being that I had the cover off, this would be a dry fill). And to fill it until it just about reaches the pressure plate outer diameter. Well, 64oz in and it still has not reached the OD of the pressure plate.
Normal for a completely dry fill?

It’s only supposed to touch the bottom of the clutch basket.

Are you filling it with the bike in a vertical position or on the jiffy stand? And what bike are you working on?

You need to let us know what model and year bike you are working on....

Is the drain plug installed?

Forget about dry and wet fill etc.

Stand the bike up vertical, fill the primary until the lube level just touches the outside diameter of the diaphragm spring on the clutch.

This level is the same for any big twin wet clutch since mid `84.
