A blend is defined as a mixture of synthetic oil and mineral-based oil. That would mean a mixture of a Group III, Group IV, or Group V synthetic base stock with a Group II mineral-based base stock. Also, a blend is a mixture of mineral-based oil and synthetic oil in a ratio that contains no more than 30% synthetic.
Syn3 synthetic is a 100% Group III base stock, not mixed with a Group II base stock; therefore, it is not a blend.
While I might agree that a Group III isn't a "true" synthetic, since it is "hydrocracked" mineral-based oil, the end result of the hydrocracking procedure is an oil with basically the same characteristics as the "true" synthetic oils; that is, all the molecules are identical long-chain polymers.
Now to completely confuse the issue - the U.S. is probably the only place Group III oil is "officially" a synthetic. Elsewhere, Group III oils are generally known as semi-synthetic oil, but are still not blends.
