I finally took the push rods to a machine shop, had 1/8th inch turned out on a lathe, and pressed the end back in the 1/8th inch, I tried to pull one tip, (HINT - do not do this!, just turn and remove the material with the end in place, and then press down until flush.
I checked with my friend who did the valves, said the valve heights and spring dimensions were correct.
So, I turned them and shortened them, and I am moving on, not exactly sure of the problem, and yes, there are many possibilities from wrong parts in the chain of parts, but I did have the correct push rods for a 61'
