Yes you need to totally disasemble it. most powder coat cures t 400 degrees, so some of the seals would be damaged if it was not taken apart. Also all the oil has to be cleaned off of the parts or the heat will make the oil bubble out of the powder when it cures.
thanks for the info. Same thing I was told today from the powder coating company I'm using. Never removed the lower stuff... so I'm a little nervous about it.
