Use a acidic cleaner to remove the final traces of rust before applying any primer or finish.
I grew up repairing rust in an Ohio body shop and I can tell you that removing every last trace of the rust is the most important step in the repair process.
And like someone else already mentioned, a sandblaster or the like has no place around a fully assembled motorcycle.

An auto paint supply store should be able to set you up.
I've always used DuPont 5717 Metal Conditioner for removing minor corrosion and etching the surface for primer.
For removing more severe or deeply pitted rust I've used muriatic acid. Muriatic is very strong and you need to be cautious.
i dont think any dealer would touch the rust.. all it needs is a little sandpaper or a grinder with a wire wheel.. clean it off and paint with gloss black Rustoliem..
