Default Final drive belt question

I have a 93 tour glide and needed to replace my final drive belt. A buddy of mine has a spare belt from hi 98 road king. Looks like both our bikes have a 32 trans pulley and 70T wheel pulley. The parts manuals show that my 93 uses a 136T belt while his 98 uses a 139T belt. I know the touring frames changed slightly in 97 but curious why the same pulley sizes uses different belt lengths on essentially the same frame. What other factors drive the length of the belt?

How about length of the swing arm, tranny case and belt tooth pitch? Look into those.

From everything I have researched so it’s most likely swing arm length and overal frame changes

Frame has nothing to do with it. Swing-arm attaches to the tranny.
