I am looking at one last trip before winter, want to see the museums and monuments in DC.
Anyone know a good place to stay thats not too far from attractions, with safe bike parking and not over 400 a night?

Best Western Rosslyn/Iwo Jima, has free below ground garage, it is located about 1/4 mile from Metro hub. We stayed there in 2010 it was nice and convient to the sites. You can walk to USMC Memorial, USMC Band does a free concert on Tuesday evenings, worth seeing, but I am an old Marine.
All hotels around DC are pricey some high cost parking.

Find a place in one of the suburbs near a Metro station. Parking in DC can be expensive and the streets in DC can be confusing to navigate. I-66 inside the Washington DC beltway (I-495) is HOV-2 inbound in the morning and outbound in the afternoon, so the morning rush hour extends after the HOV restrictions end and starts about an hour or so before the afternoon restrictions begin. I only ride into DC one day each year (last Sunday in May) and use Metro for any other trip downtown.

Puts you a short 20 mile trip on rt66 to get into the city, also has ample metro stops if you choose not to make the trek into the city on 2 wheels.
parking and rooms will be cheaper obviously the further you get out of the city. Arlington / Shirlington / Fairlington area is also nice if you can find an affordable hotel, very close to the Pentagon just a short ride over the bridge into dc

As a former resident of the DC area for almost 60 years, (left when I retired), I think you're getting
some excellent advice here. The one thing I would caution about is that Metro Station parking lots
fill fast with daily commuters so I would plan on staying within walking distance of a Metro station.
It's been almost 10 years since I was there last, so I'd suspect that any specific recommendations
