Paranoia to the extreem, only came about because of fears of the dam being "blowd up" by terrorists,

Now that said it is a good example of construction in difficult situations.

Few more, the cables are temporary support for the arches while under construction

Just because it's built in America doesn't mean it's designed in America or by American designers. That is just the old keystone method of arch building technology which has been around for many many centuries, long before America was 'discovered' by a malcontent who wanted to prove the world was not flat.

I was out there in June of 03 when the project was just beginning. They have come a LONG ways since then.
