Pretty sure you can get to it by taking the Foothills Parkway. You just can't ride from 411 to 129 to the Dragon. Out of Maryville, take 321 towards Townsend and turn right on the parkway. At the parkway end, turn left that's 129 close to the Dragon.
After seeing a local news story...I don't know if you can get to it that way or not.
