I haven't ridden the portion of your route east of Vernal, nor have I been north from Vernal to Rock Springs. I'm sure it's a good route considering the above posts. I can, however, offer an alternative that I know includes outstanding roads:
The segments from Hanna to Francis, and from Kamas to Evanston are among the best rides you will ever take. Great roads, lots of twists, fabulous scenery. You can't do it too early in the year, though.
Nice route...I checked the Utah road report site and it's showing 150 bare and dry with no restrictions. Heading from Missoula to Moab in early May and I believe I'll check it out.
