Since my riding and "touring" go back to the mid '60's and tying a sleeping bag and tarp on with old cotton clothes line, bungees were a great idea, for their time.
Now even way beyond the nylon strap is the Rok-Strap. Hard to find and never available at a Harley dealer try Amazon for all your Rok-Strap needs.

Anything is going to "screw up" if it isn't used properly. I'm on a bagger now ( since 1992 ) but I never had a problem with a bungee cord. Maybe I'm in the minority??
They have their place but NEVER stretch them to their max.
I was in front of a home improvement store (anyone remember Builders Square?) when a guy yanked on a rubber bungee cord to stretch the last inch to hook it, The metal hook on the far end straightened and let the bungee contract, the hook hit him in the face and took out his eye. I held his head until the EMT's arrived but I couldn't look at him. I won't use one if I have to be sure something will be tight
