That is for the "S" models of Softails and Dynas. Just had my Dyna S low rider done.
It is an ECM flash to open the ACR on ignition on instead of during start. Some folks seemed to have harder starting. Mine did not. I suspect it was more from those that pull the clutch in and start in gear as opposed to being in neutral.
The batteries in the non touring bikes don't spin as strong as the touring battery. So H-D had to spend some money to help those who don't know how to properly start their bikes.
