I have a '13 CVO Ultra that I bought new and I feel dumb in having to ask this question but the info that I'm getting from several other sources doesn't make sense to me.
I'm selling the bike (to a friend hopefully) and I've been busy getting all of the accessories, etc. that goes with the bike along with doing the fluid changes. etc.
I was tinkering with it yesterday and with the handlebars in the "locked" position and when I tried to "lock" the ignition switch with the barrel key or the remote key fob the key switch can still be turned to unlock the handlebars as well as to ignition and accessories but the security system does it's job.
Is this normal??? I honestly have never ('till now) checked to see if the ignition switch was actually locked. I just assumed that pressing the lock button and hearing the "click" on the bags, tour pack and ignition switch.
The dealership service guy says this is normal...I think I have a defective ignition switch.
I've done the WD-40 thing without success
Well I think I got one issued fixed but I may have really screwed myself.
I took the lock out and lubed the h88l out of of it with PB Blaster spray and got it working better.....but
When I put the switch back in (with the forks in the locked position) I couldn't get the little release button so I turned the switch to the "on" position a it released but now the forks are locked and I can't get the switch back out!
My dealership is closed today and I've other things I have to do this evening so I'll get back to it tomorrow but at this point if I can't get a tech to make a house call I may have to come and pick up the bike an take it into the shop.
Not what I needed as the buyer was planning on picking it up on Friday!!!
Perhaps I'm not properly explaining my problem here.
My forks are locked with the key switch positioned towards the ON position and I cannot remove the **** from the switch or et to back to the FORK LOCK position.
I have the little release button depressed and the key turned back las the unlock position (as required for removal) but the switch cannot be removed so even if I had an alignment tool I couldn't use it.

The video explains exactly how to solve the issue you have.

Or you can take it to the dealer...
The video is showing a 2014+. The OP's 2013 fairing cap doesn't have the cutout above the switch. The only way to remove the fairing cap to access/remove the switch assembly is to first remove the switch ****.
