Default CVO Starter Issues?

Has anyone out there had issues with the starter/ignition on their earlier model Dyna CVO? Over the last couple of months, the starter on my 2001 FXDWG2 has begun to be very problematic. I've recharged (and traded out) my battery to no avail. When you turn the ignition switch on, there seems to be a substantial drain on the battery and if you keep the battery plugged into a "tender" the starter will turn over like once or twice, then the battery is dead and you get the clicking. I've taken the wiring harness about leading from the battery into the ignition system (on the other side of the seat), all the way to the contacts on the starter, cleaned, then applied the contact cleaner and grease... and yet, nothing has really changed. When the starter works, it fires the engine quickly, but more often than not, I just hear the clicking sound. Anyone got any ideas?

All right, so here are some further updates to the situation identified above. Found out that I had a huge air intake issue, so I got that squared away now. The starter sounds like its getting hit fairly hard, however, both batteries I have here have been left unattended through an Alaskan winter, so I'm not 100% on these batteries. Disconnected the three wires into the starter, nothing happens, no lights or anything, so I let the battery charge to 12.8V, still get clicking. I'm letting it charge overnight. See what happens tomorrow. Starters are expensive, so is everything else on this bike... So, I'm trying to take care of this myself. Any tips and/or tricks I can throw at this? Any help is greatly appreciated.

Further update. So I left the charger on it overnight. The battery was sitting at 13.63 when I went home for lunch. Turned it on, pressed the "Go" button. The bike fired right up and ran fine. The incoming voltage at the battery was 14.82 V. I'm stumped. Does the starter really need that much voltage to turn over?

I would have both batteries load tested. My battery had the right voltage but failed the load test. I replaced the battery and everything went back to normal
