I have a 1990 sporty with a 1200cc kit on it. when I press the ignition button it will crank once, then it stops for a second or two, then it cranks over and starts. is this a starter problem, or could it be battery or something else?

If you have an electrical meter you can test the battery. See what it reads just hooked up and sitting in the bike. It should read 12.7 or better. With the meter still reading the battery, turn the switch on and hit the starter.
Could be either or both! Strip and clean both ends of the two heavy battery cables, to ensure they are clean and conducting power fully, also the connectors associated with the starter relay. If any of them are dirty, corroded etc they can reduce the power getting to the starter.
There are a couple of Stickies in the Tech Electrical section that will help check your charging system, if that proves not to be working properly. They also advise on getting your battery load tested, which will identify if that is OK.
