How long have you had the bike for?
did it come with that seat and it's the first time you remove it?
PO probably put that sit for a later model (fixed seat) and didn't bother addind a tab
everything could be
And the shop manual is for both FXRs and FLTs, but OF COURSE the spring seat was for FLTs ONLY
I don't know where you got yer Book...But...The Scissor, or Sprung, or Comfort Flex, seat is a 4 Speed thing...FLH. Hell the 5-speeds don't even have a Seat Post!!!!
Edit; forgot the "Bear Trap" nomenclature....

Reason: Bear Trap

That was me - I read the original too quick and was trying to help with a FLH before double checking to see it was a FLT. Glad you could help him. I knew it wouldn't take much t fab a bracket and also knew somebody on the FORUM would have on to reference. Good Stuff.
so your bracket is on top of the cover; interesting. I don't see the 2 screws like mine, over and under, as opposed to your side by side. I'll pull my seat again, lift my cover, and check for another set of holes. Thanks so much for taking the pic for me .
Very well could be a cover from an FLH. I'll know more after I remove it again and check for other holes
Hmmm!!! Not from FLH...They don't got that [shovelhead FLH anyway]
Is your seat like mine underneath? See pic, that is the underside of the seat on left.
I Know there are plenty of things on the "T" that changed from 1980 to 1983..amazingly! Can't Imagine the seat is one.
BTW what is that Under the seat on yer photo?? Mine is "hollow" there in front and under the seat. [just aft of the "tray" or whatever we're gonna call that Dish Shaped Plastic that cradles the front of the seat!!!
Looking at your Photo...I can't see how you could mount #25A
Thinkin on this

1980-1983 FLT & FXR Harley Shop Manual, so it's legit
In the side view images you see at the beginning of the book showing all the models, per year, you can see some FLTs with the spring seat and some with the fixed one.
Have I seen an FLT with the spring seat? NO
Does the HD shop manual show images of one? YES
when I go to Ronnie's Harley and look up '80 Tour Glide and '80 Tour Glide Classic, they both show only 2 seat options; the solid mount and the flex spring (aka the bear trap). I'll know shortly about the extra front bracket bolt holes when I lift my plastic cover. Hell, perhaps my bike left the factory with the flex spring , and some PO changed it to the solid mount. I'll check the bottom of the seat while it's off, maybe I can find a part number.
Harley consolidated the Parts Fiche/Books long ago.
We all know the 5-Speed don't have a Seat post...yet This is from a HD Fiche! This too.
Edit; to note Ronnies only offers fiche for Rubbermount glides...Even tho they had them until '84..
Also what Ronnies Calls a Comfort Fles seat is really the same seat as the Frame Mount...Not The Comfort Flex I know from the Real deal Shovel 4-Speeds.
Jeeze...I can't even Find the original comfort flex/ bear trap/ scissor, seat on them parts sites...
Finally...Here is the original Comfort Flex seat!! the comfort flex Ronnies Speaks of is The same as the frame mounted seat...Slightly different pic...but the same.
