Default Flywheel marks, timing question

Trying to get a '67 FLH running that has been sitting for some time. Worked through most of the issues. Did all the normal things changing gas, oil all fluids. New points set at .018 and condenser.
When I get the fiber arm on the mark on the cam on compression stroke of front cylinder, mark in timing hole is 2 slashes with a dimple to the right. With the fiber arm coming up on the high point of the fat end of the cam, there is one slash in the timing hole.
I always thought that one slash was the front cylinder and 2 slashes was the rear cylinder. If so, it would appear that the timer is 180 degrees off.
When I got the bike the timer was turned around with the cut out for the coil wire facing out. I thought the PO just put it in backwards but now I'm not so sure. Bike has run but very rough. Now it won't start. Timed it statically with a test bulb with the 2 slashes in the timing hole.
Seeking advice from the brain trust.
Thanks in advance.

Nice help there Ironhead, I have my first shovel but have not had the opportunity to get into it yet. It's still upstate... Lot of experience with points though. First car was a 68 plymouth sport satellite....

Thanks for the information Ironhead. I have 2 service manuals, 58-68 and 61 and later and neither one shows those timing marks or that procedure for timing. It must be pre '68 because 68 and 69 both had the single mark on the flywheel.
I had used my test light for the points to just open on the retard mark when I advanced the cam all the way against the stop as is done in later years. Obviously, that is enough to prevent the motor to run.
I'll set it so the points just open without advancing the cam. Should work. Thanks again for the help.
