12.5 is Not 100% 12.6+ is 100%, and 12.3 is Dead... not alot of range... if yer Solenoid is Not burnt yet, it will be, as low voltage will kill that and your starter...

12.6t0 12.8 is fully charged... anyreading above that on a Typical AGM Battery is just surface charge...
If yer light dim when ya hit the starter... you need a new battery... Betting yer dropping to well under 11V

I feel you are gonna require a Solenoid ... [the relay on the Primary]
It is too easy to "burn" the contact washers on that solenoid... Luckily they are easily changed...
You can troubleshoot it, but, not generally worth it...
If it does the same thing with a "Known Good", battery, it is gonna be the Solenoid...
One more thing... A half assed Battery that is not good enough for the Bike, works for a time [sometimes] in the Lawn Tractor!!!

The Bosch relay is the little Cube under the battery box... it can easily fail.. but, they are cheap.. that is the relay that effectively replaces the Washer or Coin... it "fires" the Solenoid.. I would be interested in the Battery "Test"... ie who and how it was done... I have always used a digital volt meter... can't lie...
Edit; Before someone talks ya into a ford relay to replace your Bosch... remember the Starter button on the handlebars cannot handle the current required to fire the ford relay.. that is the main reason the MoCo went to the Bosch type relay... at the same time the '73+ handlebar controls came about..
